The necessary funds for the continued operation of the school must be included in the annual General Appropriations Act.

The Secretary of Education shall issue such rules and regulations as may be necessary to carry out the purposes of the Act, including the operationalization of the new school.

The law took effect fifteen (15) days after its publication in the Official Gazette.
