To primarily provide advanced instruction and professional training in specified fields (e.g., agriculture, veterinary medicine, engineering, IT, arts and humanities, etc.), and to undertake research and extension services and production activities supporting the socioeconomic development of Bulacan and Region III.

Under Section 3, it must offer undergraduate and graduate courses within its competency and specialization, and per Section 20 operational requirements (CHED), it must offer a comprehensive range of degree programs from basic post-secondary up to doctoral programs.

The Board and the President exercise corporate powers exclusively. Corporate powers are under the Revised Corporation Code (RA 11232), as referenced in Section 4.

The Chairperson of the Commission on Higher Education (CHED) chairs the Board and the President of the BSAU co-chairs it.

Members include: (a) Chairperson of the Senate Committee on Higher, Technical and Vocational Education; (b) Chairperson of the House Committee on Higher and Technical Education; (c) NEDA regional director; (d) DOST regional director; (e) Department of Agriculture regional director; (f) President of the federation of faculty associations; (g) President of the federation of student councils; (h) President of the federation of alumni associations; and (i) two prominent citizens from the private sector.

The President of the BSAU appoints them from a list of at least five qualified persons recommended by a search committee constituted by the President, in consultation with the CHED chair and other Board members. They serve for a term of two (2) years from appointment.

Quorum consists of majority of all Board members holding office at the time of the meeting, but the Chairperson of the CHED or the President of the BSAU must be present.

A CHED Commissioner duly designated by the CHED Chairperson may attend with all rights and responsibilities of a regular member.

The President of the BSAU, as Vice Chairperson, becomes the presiding officer during the meeting.

It grants the BSAU academic freedom and institutional autonomy pursuant to paragraph 2, Section 5 of Article XIV of the Constitution.

It becomes effective only upon CHED’s determination and declaration—based on a panel of experts—that the institution complied with CHED requirements for university status under CHED Memorandum Order No. 46, series of 2012.

Among others: full-time permanent faculty with relevant degrees and research participation; comprehensive range of degree programs including doctoral; viable research programs producing outputs; comprehensive learning resources and support structures; linkages with other world research institutions; and outreach activities addressing social development problems.

They are transferred to the BSAU. Positions, rights, and security of tenure of faculty and personnel employed prior to conversion are respected; incumbents remain in the same status until otherwise provided by the Board, and the BSAU may upgrade/increase its human resources as deemed appropriate.

Within 120 days after approval, the BSAU must submit a five-year development plan with program budget to CHED (for DBM recommendation), set up its organizational/admin/academic structure and appoint key officials, and undergo a management audit in coordination with CHED.

It takes effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.

It lapsed into law on May 29, 2022 without the President’s signature, consistent with Article VI, Section 27(1) of the Constitution.
