The Basilan State College (BASSC) is converted into a state university to be known as the Basila(z) State University (BASSU).

Extension campuses in the municipalities of Tipo-Tipo and Maluso, and the cities of Lamitan and Isabela, all in the Province of Isabela.

To primarily provide advanced education, higher technological/professional vocational instruction and training in various fields (including arts and sciences, education, agriculture, management, criminology, maritime, medical/legal education, nontraditional courses), and to undertake research and extension services and production activities supportive of socioeconomic development of Basilan and Region IX.

Short-term technical-vocational, undergraduate, and graduate courses within its areas of competency and specialization across listed fields (e.g., teacher education, engineering, ICT, management/accountancy, medical and legal education, tourism, maritime, criminology), subject to Board approval.

They remain and continue to be offered within the BASSU campuses.

The BASSU has the general powers of a corporation under Batas Pambansa Blg. 68, as amended; corporate powers are exercised exclusively by the Board of Regents and the President of the BASSU.

The Board is chaired by the Chairperson of CHED and co-chaired by the President of the BASSU.

Members include: Senate CHED/technical-vocational committee chair; House higher/technical education committee chair; regional directors of NEDA, DOST, TESDA, and Department of Agriculture; presidents of federations of faculty, student councils, and alumni of the BASSU; and two prominent private-sector citizens from Basilan.

They are appointed by the Board from a list of at least five qualified persons in Basilan recommended through a search committee by the BASSU President (in consultation with CHED Chair and Board members). Their term is two years from date of appointment.

Examples: (1) Approving curricula, instructional programs, and rules of discipline drawn by the Administrative and Academic Councils; (2) appointing vice presidents, deans, directors, heads of campuses, faculty members, and other officials/employees upon recommendation of the President.

The Board fixes and adjusts tuition and school charges after consultation. Fees/charges including subsidies and other income constitute special trust funds deposited in an authorized government depository bank; interests accrue to the same funds for BASSU use.

Positions, rights, and security of tenure of faculty members and personnel under existing laws are respected, with incumbents remaining in the same status until otherwise provided by the Board.

All assets (real and personal), personnel, and records, including liabilities/obligations, are transferred to the BASSU.

All parcels of land belonging to the government occupied by the BASSC become property of the BASSU and shall be titled in its name; if BASSU ceases to exist/abolished or lands are no longer needed, they revert to the concerned LGU or the Republic of the Philippines.

Effective only upon CHED determination and declaration—based on a panel of experts—that the institution has complied with university status requirements under CHED Memorandum Order No. 46 s. 2012. These include full-time permanent faculty with relevant degrees and research outputs; comprehensive degree programs up to doctoral; visible research programs; learning resources and support structures; linkages with other research institutions worldwide; and outreach activities.

Submit a 5-year development plan with program budget to CHED for DBM recommendation; set up organizational/admin and academic structure including key official appointments; and undergo a management audit in cooperation with CHED.

It grants academic freedom and institutional autonomy pursuant to Article XIV, Section 5(2) of the Constitution.
