The Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT), including its units and satellite campuses in the City of Tagbilaran and the municipalities of Bilar, Candijay, Clarin, Calape, and Balilihan, all located in the Province of Bohol, is converted into the Bohol Island State University (BISU).

The University shall primarily provide advanced education, professional, and technological instruction in allied medicine, education, engineering, agriculture, fisheries, environment, arts and science, accountancy, cooperative, business and entrepreneurship, technology, and other relevant fields of study.

The Board of Regents includes: Chairperson of the CHED (Chairperson of the Board); President of the University (Vice Chairperson); Chairpersons of the Senate and House Committees on Education; Regional Directors of NEDA, DOST, and DA; Presidents of the federations of faculty association, student councils, alumni associations; and two prominent citizens from the private sector.

They are appointed by the Board from a list of at least five qualified persons recommended by the search committee in consultation with CHED and other Board members. They serve a term of two (2) years from the date of appointment.

The Board may receive and appropriate funds for the University, fix tuition fees and other school charges, authorize duty-free importation of books, receive and manage donations, and retain income generated by the University for its use, among other financial management powers.
