Republic Act No. 9744 converts the Cebu State College of Science and Technology System and its satellite campuses into the Cebu Technological University (CTU), a state university, and appropriates funds for its operation.

CTU shall provide advanced professional and technical instruction for special purposes, advanced studies in industrial trade, agriculture, fishery, forestry, aeronautics, arts and sciences, health sciences, information technology, and other relevant fields; It shall also undertake research, extension services, and provide leadership in its areas of specialization.

CTU may offer undergraduate and graduate studies in specified fields like industrial trade, agriculture, fishery, forestry, aeronautics, arts and sciences, health sciences, information technology, nontraditional courses, and other degrees as approved by the CHED and the Board.

The Board of Regents includes the CHED Chairperson (Chair), University President (Vice Chair), Chairpersons of Senate and House Education Committees, Regional Directors of NEDA and DOST, Presidents of the federations of faculty, student councils, alumni associations, and two prominent private sector citizens.

The Board has general and specific powers including policy promulgation, appropriation of funds, appointment and removal of officials, fixing fees, approving curricula, entering joint ventures, establishing research centers, and instituting academic reforms.

The President is appointed by the Board upon recommendation of a search committee, serves a 4-year term, may be reappointed for another term, and the incumbent State College President may serve as first University President if qualified.

Appointments shall not inquire into political beliefs, gender preference, cultural or ethnic origin, or religious affiliations. Faculty are prohibited from teaching for or against any church or religious sect.

Section 17 affirms that CTU enjoys academic freedom and institutional autonomy pursuant to the Philippine Constitution, specifically paragraph 2, Section 5 of Article XIV.

All assets, liabilities, personnel and records of the Cebu State College System and campuses are transferred to CTU. Positions and tenure are respected. Government lands occupied become property of CTU but shall revert to LGUs if no longer needed or if University ceases.
