The Cotabato City State Polytechnic College in Cotabato City was converted into a state university to be known as the Cotabato State University.

The main campus shall be located in Cotabato City.

It primarily provides advanced education, higher technological, professional instruction and training in specified fields, and it promotes research and extension services and progressive leadership in its areas of specialization.

It provides that the University shall enjoy academic freedom and institutional autonomy pursuant to Article XIV, Section 5(2) of the 1987 Constitution.

It shall offer undergraduate and graduate courses in the enumerated fields, and it must maintain and operate a reasonably-sized laboratory school under its College of Education.

Administration and the exercise of its corporate powers are vested exclusively in the Board of Regents and the President of the University.

The Board of Regents includes: the CHED Chairperson (Chairperson), the University President (Vice Chairperson), Senate Education committee Chairperson, House Higher/Tertiary Education committee Chairperson, Regional Director of NEDA, Regional Director of DOST, Presidents of faculty, student councils, and alumni federations, and two prominent private-sector citizens selected as provided by law.

They are appointed by the Board from among at least five qualified persons recommended via a search committee constituted by the University President in consultation with CHED and other Board members. Their term is two (2) years from appointment.

The Board shall convene regularly once every three (3) months, and the Chairperson may call a maximum of two (2) special meetings within the same period with three (3) days prior written notice.

Quorum is a majority of all members holding office at the time of the meeting, but the Chairperson of the Board or the President must be present; if the Chairperson is absent, the CHED Chairperson designates a CHED Commissioner as representative.

The President is appointed by the Board upon recommendation of a duly constituted search committee, to serve full-time for four (4) years and eligible for reappointment for another term.

The incumbent President of the Cotabato City State Polytechnic College shall serve as the first President of the University.

The Board may fix tuition and other school charges after due consultation. Such fees and charges, including government subsidies and other income generated by the University, constitute special trust funds deposited in an authorized government depository bank, and the interests form part of the same funds. Income may be retained and disbursed by the Board for instruction, research, extension, or other university programs; fiduciary fees must be disbursed for the specific purposes collected.

All assets, personnel, and records of the Polytechnic College are transferred to the University, but positions, rights, and security of tenure of faculty and personnel under existing laws prior to conversion are respected.

They are declared property of the University and must be titled under the University’s name, but if the University ceases to exist/is abolished or the parcels are no longer needed, they revert to the LGUs concerned.

Effective only upon CHED’s determination and declaration (based on a panel of experts) that the institution complied with university status requirements. If not yet complied, the institution retains its prior status unless it can comply within a period not exceeding January 1, 2016.

Examples include Level III accreditation (or equivalent) for at least four undergraduate programs including one in liberal arts and one in sciences, plus two graduate programs; qualified full-time faculty ratio; adequate library and laboratories; research and development output; relevant linkages/outreach; and relevant academic policies, systems, and processes.

It takes effect fifteen (15) days after its publication in two (2) newspapers of general circulation.
