Ipinahayag ng batas na ang Children’s Educational Foundation Village sa Magpet, North Cotabato ay i-convert bilang isang college na tatawaging Cotabato Foundation College of Science and Technology.

Pangunahing magbibigay ito ng mas mataas na teknikal, propesyonal, bokasyonal na training at industrial apprenticeship sa mga larangan ng science, agriculture, at industry, at magpo-promote rin ng research, advanced studies, at progressive leadership.

Kasama ang orphans, homeless, neglected children, indigent children mula sa broken homes, at mga batang nagmumula sa poverty-stricken families dahil sa sickness, calamities, at iba pang misfortunes.

Ine-entrust nito ang pangangalaga, custody, correction, education, at vocational training—kasama ang pisikal, moral at spiritual uplift—sa Custodial Care Administrator at foster parents, na katuwang ang educators, psychologists, sociologists at iba pang professionally trained personnel.

Nag-aalok ito ng baccalaureate degrees (hal. BS Agriculture, BS Home Economics, BS Forestry, BS Geology, BS Social Service and Development, BS Anthropology, BS Trades and Industries, BS Agri-Business, midwifery, pre-nursing) at iba pang technical courses na tugma sa pangangailangan ng rehiyon.

Ang head ay ang President, na appointmentan para sa six-year term ng Pangulo ng Pilipinas sa rekomendasyon ng Board of Trustees.

May Vice-President for Academic Affairs (immediate supervision ng instructional at welfare program; siya ang acting President kapag wala ang President) at Vice-President for Administrative and Land Development Affairs (direct supervision sa administrative matters ng personnel at construction/development ng one thousand hectares na lupa ng Foundation College).

Komposisyon: Minister of Education, Culture and Sports bilang presiding chairman; President of the Foundation College bilang vice-chairman; representative ng NEDA; at dalawang prominent citizens (isa mula sa alumni at isa mula sa prominent citizens ng probinsya), na appointmentan ng Pangulo sa rekomendasyon ng Minister.

Quorum ay majority ng lahat ng members, ngunit kinakailangang naroroon ang Minister of Education, Culture and Sports (o President of the Foundation College kung wala ang chairman) para mabuo ang quorum.

Maaaring i-approve ng Board ang curricula at rules of discipline na iginuhit ng administrative at academic councils; ang academic council ay may power mag-prescribe subject to Board approval.

Ito ang gagawa ng rules at policies ukol sa foster home care, criteria ng children's admission at functions/maintenance ng mga ito, at itatakda rin ang tuition fees at iba pang charges na maaaring ipataw.

May Foundation College council na binubuo ng administrative council at academic council. Administrative council: President chair at vice-presidents/deans/directors/officials in charge—para sa administration, management, development planning. Academic council: President chair at mga professors at instructional staff members—para mag-prescribe ng curricula at rules of discipline (subject to Board approval) at may disciplinary powers sa mga bata/qualified student members sa limitasyon ng Board.

Bawal na gawing paksa ng examination o inquiry ang religious opinions o affiliation, maliban kung sila ay educationally qualified at proficient sa type of work na kailangan.

Dapat may mataas na integridad at proven love sa mga bata; morally upright at wholesome personality; at physically at mentally healthy.

(1) childless couples na nakatapos ng college education; (2) bagong kasal na couples na educationally qualified at technically trained; (3) elderly couples na retired na at capable ngunit walang dependents; (4) unmarried individuals na professionally/technically capable maging foster mothers/fathers; at (5) widows/widowers na educationally qualified at walang dependents.

Age limit: 7 to 18 years. Pag umabot sa 18, may hindi bababa sa dalawang taon na college vocational training bago ma-release. Kung aalis bago 18, kailangan ang approval ng Board of Trustees sa rekomendasyon ng President; dapat may affidavit of support mula sa parents/guardians/relatives at may follow-up supervision hanggang majority; kung hindi sumunod, may discretion ang Foundation College na kunin pabalik ang bata.
