RA 7352 converts the Camarines Norte National High School into the Camarines Norte State College and integrates: (1) Abano Pilot Elementary School in Daet as its training center; (2) Mercedes School of Fisheries in Mercedes and Camarines Norte National Agricultural School in Labo as its College of Agriculture; and (3) Camarines Norte National School of Arts and Trades in Jose Panganiban as its College of Engineering and Architecture.

It primarily provides higher technological and professional instruction and training in fields such as economics, agriculture, health, engineering, education, management, finance, accounting, forest research and conservation, business, and public administration, including short-term technical and vocational courses. It also promotes research and extension services, advanced studies, and progressive leadership.

Undergraduate: B.S. in Agriculture (with major specializations), B.S. in Agribusiness, B.S. in Business Administration, B.S. in Forestry, B.A. (as stated), B.S. in Education, B.S. in Elementary Education, B.S. in Mining Engineering, B.S. in Civil Engineering, B.S. in Architecture, and B.S. in Nursing. Graduate: M.A. in Educational Management, M.S. in Fisheries, M.S. in Agriculture, Master in Public Administration, Master in Management, and other courses deemed necessary by the Board of Regents.

The President is appointed by the President of the Philippines upon recommendation of the Board of Regents. The term is six (6) years without reappointment unless the appointee reaches retirement age or is earlier removed for cause or incapacitated to discharge duties.

The Board of Regents includes: the Secretary of Education, Culture and Sports (Chairman); the President of the Camarines Norte State College (Vice-Chairman); Senate Education and Culture Committee Chair; House Education and Culture Committee Chair; NEDA President (representative); Presidents of faculty association and supreme student council; Presidents of alumni and employee associations; and two (2) prominent residents of Camarines Norte. Ex officio with a term of office are: the DECS Secretary, the State College President, the Senate and House Education and Culture Committee Chairmen, and the NEDA representative.

Faculty association and student council presidents serve for one (1) year. Alumni and employee association presidents (when deemed necessary by the Board) serve for one (1) year. The two prominent residents serve for four (4) years and two (2) years, respectively (as likewise deemed necessary).

The Board convenes regularly once every two (2) months on the first Friday thereof; the Chairman may call special meetings when necessary. Members are entitled to P300 per meeting actually attended, but not exceeding P600 per month.

Tuition fees and other school charges constitute a special trust fund deposited in an authorized government depository bank, with all interests accruing forming part of the same fund. Under the Act, income generated by the State College and appropriations may, at the Board’s discretion, be disbursed for professional growth and development, health and welfare benefits for faculty and personnel, acquisition/construction/maintenance/repair of instructional and auxiliary facilities, equipment, buildings, and other infrastructure, and other expenses necessary to attain the Act’s purposes.

The Secretary of Education, Culture and Sports (as Chairman of the Board of Regents) is directed to take necessary steps for immediate implementation of the Act.

Section 19 charges the amount needed to carry out the Act against the current fiscal year appropriations of the existing schools listed in the Act, and thereafter includes the necessary amount in the annual General Appropriations Act. Section 20 repeals or amends laws, decrees, and executive orders contrary to or inconsistent with the Act.
