Questions (Republic Act No. 7915)

The main purpose of Republic Act No. 7915 is to convert the Balicuatro National Vocational School in the Municipality of Allen, Province of Northern Samar, into a college of arts and trades, to be known as the Balicuatro College of Arts and Trades.

The Balicuatro National Vocational School is renamed as the Balicuatro College of Arts and Trades.

The College shall primarily provide higher technological, professional, and vocational instruction and training in the fields of science, engineering, industrial education, and industry, as well as short-term technical and vocational courses, apart from its present secondary and post-secondary curricular offerings.

The vocational school superintendent, who is the head of the College, shall be appointed by the chairperson of the Technical Education and Skills Development Authority (TESDA).

The head of the College shall be known as the vocational school superintendent.

All assets, records, and personnel of the Balicuatro National Vocational School, whether fixed or movable, are transferred to the Balicuatro College of Arts and Trades.

The chairperson of the Technical Education and Skills Development Authority (TESDA) is directed to take necessary steps for the immediate implementation of the Act.

The amount necessary for the implementation of the Act shall be charged against the current year's appropriation of the Balicuatro National Vocational School.

Such sums as may be necessary for its operation and maintenance shall be included in the annual General Appropriations Act.

If any portion or provision of the Act is declared unconstitutional, the same shall not affect the validity and effectivity of other provisions not affected thereby.

All laws, decrees, executive orders, rules and regulations, and other issuances or parts thereof inconsistent with this Act are repealed, amended, or modified accordingly.

This Act took effect upon its approval on February 23, 1995.
