It facilitates and ensures the full rehabilitation of the banks along the Pasig River water system and nearby water systems to provide alternative transportation, economic opportunities, and boost tourism activities.
It must formulate a Pasig River Urban Development Plan as the blueprint for rehabilitation of the riverbanks, tributaries, and surrounding communities, aiming at mixed-use development, transportation, recreation, tourism, and sustainable human settlement, considering the area’s historic and cultural value.
To synchronize rehabilitation of the Pasig Riverbank systems and nearby water systems and to construct necessary infrastructures in accordance with the Pasig River Urban Development Plan.

The Council, through DHSUD, must submit to the Office of the President, through the Office of the Executive Secretary, a quarterly status report on implementation.
If any section or part is declared unconstitutional or invalid, the remaining unaffected sections/provisions remain in full force and effect.
Section 7 repeals or modifies inconsistent issuances, rules, or regulations (or parts thereof). Under Section 8, the EO takes effect immediately.
