Officers and enlisted personnel of the Armed Forces of the Philippines performing combat duties/activities as defined by the Secretary of National Defense are entitled to receive Combat Duty Pay.
The Combat Incentive Pay is one hundred fifty pesos (P150.00) per day while actually engaged in combat operations.
a) The operation must be for a specific combat mission covered by an Operations Order (OPORD) or Fragmentary Order (FRAG-O). b) Personnel must be in the published task organization of the OPORD. c) The total Combat Incentive Pay shall not exceed one thousand five hundred pesos (P1,500.00) per OPORD/FRAG-O.
Combat Incentive Pay is over and above the five hundred pesos (P500.00) per month Combat Duty Pay.
EO No. 38 took effect starting January 1, 2011.
The rate of Combat Duty Pay under EO No. 1017 (s. 1985) is rendered ineffective and replaced by the new rate under EO No. 38.
The initial funding will be drawn from the Personal Services savings realized by the AFP during FY 2010 and FY 2011.
Succeeding funding must be included in the General Appropriations Act based on the actual roster of military personnel submitted to the Department of Budget and Management.
The purpose is to ensure that total combat pay, including allowances and incentives, are adequate and commensurate with services rendered by members of the AFP in combat.
