All incumbent barangay officials are mandated to conduct a comprehensive inventory and turnover of barangay properties, financial records, and money accountabilities to ensure transparency and accountability in local governance ahead of the May 2018 elections.

Section 2 of PD 1445 declares the State policy that government resources must be managed, expended, utilized in accordance with law, and safeguarded against loss or wastage through illegal or improper disposition to ensure efficiency, economy, and effectiveness.

It provides primary and secondary accountability: the Punong Barangay is primarily accountable for government properties assigned/issued at the barangay level, while persons entrusted with possession/custody are immediately accountable to the Punong Barangay.

It imposes responsibility on concerned local officials who are in actual physical possession or have custody/control of government property to ensure proper use and care.

RA 10952 postpones the October 2017 barangay/SK elections to May 2018 and mandates that terms of office of the elected officials commence at noon of June 30, 2018.

It requires outgoing and concerned barangay officials to prepare and conduct inventory and turnover of BPFRDs and money accountabilities to ensure transparent, accountable governance and to support a systematic transition to incoming officials by June 30, 2018.

It covers provincial governors, city and municipal mayors, punong barangays, Liga ng mga Barangay chapter presidents, DILG regional directors and field officers, ARMM regional governor, and all others concerned.

Chairperson: Punong Barangay. Members: at least two kagawads, barangay secretary, barangay treasurer, a bookkeeper or city/municipal representative, and at least two CSO representatives (preferably faith-based organization and/or members of BDC).

The BIT must ensure completeness of BPFRDs including legislative and administrative records, minutes/transcripts of meetings, list/status of complaints before the Lupong Tagapamayapa, updated Registry of Barangay Inhabitants, list/inventory of development projects (local or international if any), and all other documents/logbooks with barangay transactions.

Form No. 1 is for initial inventory of BPFRDs (accomplished by BIT within the initial phase). Form No. 2 is for final inventory and turnover of BPFRDs and money accountabilities prior to turnover ceremony.

Examples include legislative/administrative records, minutes/transcripts of meetings, list/status of complaints before the Lupong Tagapamayapa, updated RBIs, list/inventory of development-assisted projects, and other barangay transaction logbooks/documents.

He/she must submit to the BIT the list of properties entrusted/under possession, liquidate/settle money accountabilities, turnover all BPFRDs to the BIT before term expiration, and secure money/property clearance pursuant to RA 7160-related guidance under Article 443 as referenced by the Circular.

The outgoing official secures clearance from the Barangay Treasurer; the Barangay Treasurer secures clearance from the Punong Barangay; and the outgoing Punong Barang secures clearance from the City/Municipal Mayor after turning over all BPFRDs to the incoming Punong Barangay.

It supervises the BIT, audits/verifies physical counts against inventory forms, ensures completeness of listings/turnovers before the ceremony, reports non-turnovers to proper agencies, and assists in orderly transition. It must be created through an Executive Order no later than 28 February 2018.

Not later than 15 June 2018.

It must submit to the City/Municipal Mayor and forward/submit the list to the Office of the Ombudsman, COA, and DILG containing names of accountable officials who failed to turnover, if any.

Failure may be a ground for filing criminal charges under the Revised Penal Code and other existing laws.

It states that the Circular shall take effect immediately; thus compliance and preparation activities are required without waiting for a later implementation date.
