Republic Act No. 10598 establishes the Compostela Valley State College in the Municipality of Compostela, Province of Compostela Valley, Philippines, with the purpose of providing advanced education, research, and training in agriculture, science and technology, and other related fields to support the socioeconomic development of the province.

The main campus shall be located in the Municipality of Compostela.

The Bukidnon State University (BSU) External Studies Centers in Monkayo, Maragusan, Montevista, and New Bataan (all in the Province of Compostela Valley).

To primarily provide advanced education, higher technological/professional instruction and training in agriculture, science and technology and related fields; undertake research and extension services for socioeconomic development; and provide progressive leadership in its areas of specialization.

It grants academic freedom and institutional autonomy pursuant to paragraph 2, Section 5 of Article XIV of the 1987 Constitution.

Undergraduate, graduate, and short-term technical courses in agriculture, forestry, arts and sciences, information technology, teacher education, industrial technology, and other courses within its areas of specialization, as determined by the Board based on capability.

Corporate powers and administration are vested exclusively in the Board of Trustees and the President of the College.

Including: CHED Chairperson (Chair); President of the College (Vice Chair); Senate Committee on Education Chair; House Committee on Higher and Technical Education Chair; NEDA Regional Director; DOST Regional Director; presidents of faculty, student, and alumni federations; and two prominent private-sector citizens from the Province of Compostela Valley.

The Board appoints them from a list of at least five qualified persons in the Province of Compostela Valley, based on recommendations of a search committee constituted by the College President, in consultation with the CHED Chairperson and other Board members.

The President has a term of four (4) years and is eligible for reappointment for another term.

The CHED Chairperson appoints an Officer-in-Charge of the College, entitled to additional compensation as interim head, subject to COA budgeting/accounting/auditing rules.

The Board may fix tuition fees and other necessary school charges after due consultation. Fees and charges, including government subsidies and other income generated by the College, constitute special trust funds deposited in an authorized government depository bank.

It provides that income generated from tuition and other charges, as well as auxiliary services and land grants, is retained by the College and may be disbursed by the Board for instruction, research, extension, or other programs/projects, with fiduciary fees disbursed for their specific purposes.

CHED must determine and declare (based on a panel of experts’ recommendation) that the institution complied with requirements for college status.

Examples: (1) Level III accreditation (or equivalent) for at least four undergraduate programs (including one in liberal arts and one in sciences) and two graduate programs; (2) appropriate ratio of qualified full-time faculty with required degrees to number of students; (3) adequate library and laboratories; (4) research and development output applicable to community (practical/commercial application); (5) relevant linkages/outreach programs; (6) relevant academic policies, systems, and processes.

RA 10598 prohibits inquiry into political beliefs, gender preference, cultural/community affiliation, ethnic origin, and religious opinion/affiliation in faculty appointments; appointments must still follow Board-set guidelines, qualifications, and standards.

Parcels of land and government-occupied lands of the BSU External Studies Centers are declared property of the Compostela Valley State College to be titled under its name; assets, real and personal, personnel, records are transferred; liabilities/obligations transfer as well; faculty positions, rights, and security of tenure are respected. If the College ceases or land is no longer needed, land reverts to the concerned LGUs.

Importation of economic, technical, and cultural books/publications made by the College upon CHED certification is exempt from customs duties; donations to the College are exempt from donor’s tax and are allowable deductions from gross income under the NIRC of 1997.

Within 120 days from approval: submit a 5-year development plan with program budget to CHED; undergo a management audit in cooperation with CHED; and set up the organizational, administrative, and academic structure including key officials’ appointments.
