Questions (DBM LOCAL BUDGET CIRCULAR NO. 58)

It provides guidelines on the compensation of barangay officials/personnel pursuant to RA 7160 (Local Government Code), RA 6758 (Compensation and Position Classification Act, as amended), and Administrative Order No. 42, s. 1993.

Minimum is P1,000 per month for the punong barangay and P600 per month for sangguniang barangay members, barangay secretary, and barangay treasurer.

Yes. Compensation may be increased subject to conditions including: not exceeding the minimum basic salary of the relevant salary grades in the city/municipality; compliance with the local salary schedule; charging the increase against LGU funds; proportional and uniform increase for all concerned officials; subject to RA 7160’s general limitation on personal services; and in cases where the ordinance comes from the Barangay Council, effectivity only after the terms of the approving officials have expired.

Punong barangay is limited to SG-14, while sanggunian barangay members, barangay secretary, and barangay treasurer are limited to SG-10.

It must be proportionately and uniformly applied for all levels of officials concerned (as shown in Annex “A”), in accordance with the salary schedule implemented by the city/municipality, and charged against city/municipal/barangay funds.

If the ordinance authorizing the increase comes from the Barangay Council, the increased compensation shall take effect only after the terms of those approving such increase shall have expired.

The increase must be subject to the general limitation on personal service expenditures prescribed under RA 7160.

Yes. The sangguniang barangay may create positions as deemed necessary to carry out barangay purposes and provide compensation, subject to conditions: compensation may be salary or honorarium; rates cannot exceed the minimum of specified salary grades for listed positions; must follow the salary schedule implemented by the city/municipality; must not equal nor exceed the rate paid to the lowest barangay official; positions must be classified in accordance with RA 6758 as amended; and funds for the increase must be charged to city/municipal/barangay funds and remain within RA 7160 personal services limits.

Examples: Utility Worker—SG-1; Clerk I—SG-3; Accounting Clerk I—SG-4; Barangay Health Aide—SG-4; Revenue Collection Clerk I—SG-5; Day Care Worker I—SG-6; Administrative Assistant—SG-8.

The compensation rate for created positions must not equal nor exceed the rate paid to the lowest barangay official.

Cities/municipalities/barangays may, depending on financial capability, grant honorarium, allowances, or other emoluments to barangay tanods, provided the total amount received from any or all sources does not exceed the minimum salary rate for SG-1.

Yes, if their positions are classified under RA 6758 and they are appointed in accordance with Civil Service law, rules, and regulations, they may be entitled to PERA, additional compensation, year-end benefits, and other productivity incentive benefits and other benefits accruing to regular government employees, subject to local funds availability and RA 7160 budgetary/personal services limitations.

Officials/employees other than those referred to in item 2.4 are not entitled, except elective and mandatory appointive officials whose year-end benefits are specifically provided for by law.

Previously approved and granted higher compensation rates may continue to be received by the concerned barangay official, but such higher rates are coterminous with the present incumbent of the position.

Cases not covered should be referred to the Secretary of Budget and Management for resolution.
