To enhance port security and comply with international standards, port operators must submit proposals for security equipment, including baggage x-ray machines and metal detectors, for evaluation and approval by the Authority.

It enjoins PPA ports to ensure compliance with International Maritime Organization (IMO) port-security screening requirements by standardizing minimum specifications and requiring evaluation/approval of certain security and surveillance equipment proposed for purchase in PPA ports.

The International Ship and Port Facility Security Code (ISPS Code) and SOLAS amendments 2002, particularly referenced provisions under Part A 15.11.9 and Part A 15.11.5, and Part A 16.60.

Security equipment must be capable of detecting nuclear, biological, and chemical properties (Part A 15.11.9).

Security equipment must be capable of detecting weapons or equipment, including weapons of mass destruction (Part A 15.11.5).

It allows the port facility officer to recommend amendments relating to the removal, alteration, or replacement of permanent barriers, security, and surveillance equipment and systems previously considered essential for maintaining port facility security.

Baggage x-ray machines (BXM), walk-through metal detectors, and closed circuit television (CCTV) cameras.

Port and/or terminal operators intending or being required by the Authority to purchase the specified security and surveillance equipment must submit the proposals.

They must be submitted to the Office of the AGM for Operators through the Port Police Department.

Proposals together with brochures and the technical specifications of the equipment.

The AGM for Operations (AGM for Operators) is stated as the one for evaluation and approval.

Strict compliance is emphasized; the memo states “For strict compliance.”
