Presidential Decree No. 1866 aims to combat illegal possession and manufacture of firearms, ammunition, and explosives in the Philippines, imposing severe penalties for violators and holding responsible officers accountable, while also establishing regulations for the issuance of firearm carrying authority.

Section 1 penalizes the unlawful manufacture, dealing in, acquisition, disposition, or possession of firearms, parts of firearms, ammunition, or machinery/tools/instruments used or intended to be used in manufacturing firearms or ammunition.

The penalty of death shall be imposed.

When the violation is in furtherance of, incident to, or in connection with crimes of rebellion, insurrection, or subversion.

The owner/president/manager/director or other possible officer who willfully or knowingly allows firearms of the entity to be used by persons found guilty of violating Section 1 is penalized with reclusion temporal in its maximum period to reclusion perpetua.

The penalty of prision mayor.

Possession of machinery/tools/instruments used directly in manufacture by a person whose business/employment does not lawfully deal with firearms or ammunition manufacture is prima facie evidence of intent for unlawful/illegal manufacture.

Section 3 covers unlawful manufacture, assembly, dealing in, acquisition, disposition, or possession of hand grenades, rifle grenades, and other explosives, including pillbox bombs, Molotov cocktail bombs, fire bombas, and other incendiary devices capable of producing destructive effect or causing injury/death.

When the violation of Section 3 is in furtherance of, incident to, or in connection with crimes of rebellion, insurrection, or subversion.

The owner/president/manager/director or other possible officer who willfully or knowingly allows explosives owned by the entity to be used by persons found guilty under Section 3 is penalized with reclusion temporal in its maximum period to reclusion perpetua.

Possession of machinery/tools directly used in the manufacture of explosives by one whose business/employment does not lawfully deal with explosives manufacture is prima facie evidence the items are intended for unlawful/illegal manufacture.

Unlawfully tampering, changing, defacing, or erasing the serial number of any firearm.

Unlawfully repacking, altering, or modifying the composition of any lawfully manufactured explosives.

Issuing authority to carry a firearm and/or ammunition outside residence without authority to do so.

It covers any person, civilian or military, who issues such unauthorized authority; the penalty is prision correccional.

To promulgate rules and regulations for the effective implementation of the Decree.

Provisions of RA No. 4, PD No. 9, PD No. 1728, and all inconsistent laws/decrees/orders/instructions/rules/regulations are repealed, amended, or modified accordingly.

After fifteen (15) days following completion of its publication in the Official Gazette.
