Ethics refers to a system of moral principles or values; the rules or standards governing the conduct of members of a profession; accepted principles of right or wrong; and establishes the means of doing what is right, fair, and honest.
The Professional Regulatory Board of Guidance and Counseling is empowered to promulgate the Code of Ethics for Guidance Counselors.
The Board can promulgate rules and regulations (including the Code of Ethics), adopt measures for ethical standards, investigate violations of the Code of Ethics, render decisions against violators, and issue, suspend, revoke, or reissue certificates of registration.
Under Republic Act No. 9258, specifically Section 24, Article II.
Any unethical practice of guidance counseling as defined in the Code of Ethics, which is prepared by the Board in consultation with guidance counselors, is prohibited.
The Code of Ethics takes effect fifteen (15) days after full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.
A copy is forwarded to the Interim Professional Organization of Guidance and Counselors and/or the Registered and Accredited Integrated National Organization of Registered and Licensed Guidance Counselors.
The authority is granted under Section (i), Article II of R.A. No. 9258, known as the Guidance and Counseling Act of 2004.
The Commission approves the Code of Ethics as part of the rules and regulations of the Guidance and Counseling Act of 2004.
