The Metropolitan Manila Development Authority enforces stricter penalties for violations of the "closed door policy" on buses to enhance traffic flow and safety, amending previous regulations to impose fines up to P5,000 for non-compliance and vehicle defects.

RA 7924 empowers the Metropolitan Manila Development Authority to set policies concerning traffic in Metro Manila and coordinate/regulate the implementation of traffic management programs and projects.

It states that pursuant to Section 6 of RA 7924, the regulation is adopted and promulgated by the Metro Manila Council.

It regulates the use of selected bus stops along EDSA and other major bus routes in Metro Manila, including the rule that doors of moving buses remain closed between designated stops.

“Doors of moving buses shall remain closed in between designated stops to avoid loading and unloading of passengers.”

If mechanically and electrically operated, the driver must keep the door closed except in specified loading and unloading zones.

The front door is controlled/operated by the driver, while the back door is controlled by the conductor, to ensure both remain closed between designated bus stops.

The driver will pay the fines imposed.

Front door violation: the driver pays. Back door violation: the conductor pays.

“Defective Doors” are doors that cannot be closed properly even with human hands, and they also refer to broken and dilapidated doors.

“Physical Defects” are defects on the vehicle body not classified as mechanical defects; examples include defective doors, defective windows, broken windshield, defective/broken suspension, broken and defective center bolts, and worn-out tires and analogous defects.

A fine of P1,000.00 is imposed via order of payment. The vehicle is impounded if the owner/operator fails to pay within seven (7) days after notice. If it continues operating without rectifying the identified physical defect, it is impounded again and a P5,000.00 fine is imposed plus impounding fees.

P250.00 for worn-out tires. If it is the immediate cause of a road accident, the operator is imposed P5,000.00 and obliged to replace the tires; otherwise, the vehicle will be impounded.

If unavoidable defects occur en route (e.g., broken center bolt, defective suspension, inoperable door), passenger fares shall be returned before asking passengers to disembark, to avoid penalty on the way to the garage.

Fifteen (15) days after publication in two (2) newspapers of general circulation in Metro Manila.

To ensure compliance, improve traffic flow in Metro Manila, and prevent traffic-related accidents caused by blatant violations of the closed door policy.
