The Department of the Interior and Local Government (DILG), Metropolitan Manila Development Authority (MMDA), Maynilad Water Services, Inc. (MWSS), Housing and Urban Development Coordinating Council (HUDCC), National Housing Authority (NHA), Department of Environment and Natural Resources (DENR), and concerned local government units (LGUs).
MWSS is the main water supply planning and regulatory agency, tasked to oversee the implementation, development, and upgrading of water supply projects, identify alternative sources of funds, and work with HUDCC and DENR for relocation sites for informal settlers.
They are responsible for coordinating with concerned LGUs and NHA to clear the MWSS waterways and right-of-ways of informal settlers and to relocate them to safer sites.
To formulate an action plan for collaboration and resource sharing among agencies to clear and protect waterways from obstructions, including informal settlers, and to develop a comprehensive resettlement and containment plan.
The Housing and Urban Development Coordinating Council (HUDCC) is mandated to prioritize such LGUs for enrollment under ODA funded housing projects.
The IACC, chaired by MWSS and co-chaired by DILG, oversees and monitors the implementation of the approved waterways protection action plan and coordinates among various government agencies and LGUs.
