Proclamation No. 715 declared the year 1961 as the Jose Rizal Year with the slogan "Visit the Philippines, See the Orient."

Government offices and agencies are required to clear all real estate properties under their control or supervision, especially those facing important thoroughfares, of junk, rubbish, and unsightly growths to improve local scenery.

They are to initiate a year-round "Keep our Community Clean" drive within their jurisdictions and ensure that communities remain tidy and pleasant-looking.

National government departments, through their branches, agencies, and representatives, should assist local governments and community groups in planning and implementing clean-up campaigns.

Communities are encouraged and assisted to provide themselves with an inexpensive but sanitary system of garbage and waste disposal to protect public health.

Dumping trash, dirt, or filth in public places and waterways is discouraged through the campaign of public enlightenment.

All organizations in every community, both public and private, individual citizens, and foreign local residents are encouraged to support and participate in the implementation of the Order.
