RA 5750 requires: (1) a bachelor’s degree from a government-recognized school, preferably law or commerce; (2) physical fitness, mental alertness, and good moral character; (3) no conviction by final judgment of any crime involving moral turpitude; and (4) passing an examination given by the Department of National Defense, approved by the Civil Service Commission, and qualifying in a psychiatric examination to determine mental and emotional fitness to be given by the CIS.
