The person must hold a bachelor's degree from a government-recognized school, preferably a law or commerce graduate.

The agent must be physically fit, mentally alert, of good moral character, and must not have been convicted by final judgment of any crime involving moral turpitude.

The applicant must pass an examination given by the Department of National Defense and approved by the Civil Service Commission, as well as a psychiatric examination conducted by the Criminal Investigation Service to determine mental and emotional fitness.

The person must be a degree holder, preferably a member of the Philippine Bar, and must have at least ten years experience in investigation work in the CIS, NBI, or other government criminal investigation agencies.

These positions are declared to be in the unclassified service.

Agents already appointed without the required qualifications shall be given eight years to comply with the qualification requirements.

They have the power to make arrests, conduct searches and seizures in accordance with existing laws, take sworn statements, and possess firearms for personal protection and protection of witnesses or persons under custody, provided they have a special permit or license for firearm possession.

All laws, parts of laws, rules, and regulations inconsistent with RA 5750 are repealed.

The Act took effect upon its approval on June 21, 1969.
