The City of Naga comprises the present territorial jurisdiction of the municipality of Naga in the Province of Camarines Sur.
The Mayor is appointed by the President of the Philippines with the consent of the Commission on Appointments and holds office at the pleasure of the President.
The City has perpetual succession and powers to take, hold, dispose of property, contract, sue and be sued, and exercise all powers conferred by the charter.
Police jurisdiction is coextensive with the territorial jurisdiction of the City and extends over the water supply drainage area and within 100 meters of reservoirs and related installations used for city water service.
Elective members must be qualified electors of the city, residents for at least one year, and at least 23 years of age.
Ordinances require five affirmative votes of the Board and are forwarded to the Mayor for approval. The Mayor can veto ordinances or specific items, subject to override by the Board and final approval by the Secretary of the Interior.
The Board can levy and collect taxes, make appropriations, fix salaries, regulate businesses and trades, establish public services and infrastructure, and enact ordinances for public health, safety, and welfare.
The City Treasurer receives a salary not exceeding three thousand six hundred pesos per annum and acts as chief fiscal officer and custodian of city funds.
The City Engineer oversees surveying, public works construction and maintenance, public buildings, streets, parks, waterworks, building inspections and permits, and regulation of manufacturing appliances within the city.
Real estate is assessed annually at a rate not exceeding 2% ad valorem. Taxes are payable annually or in two installments. Delinquent taxes incur penalties, may lead to seizure and sale of property, with the city acquiring title upon extended default subject to rights of redemption.
