Republic Act No. 8973 is an Act creating the Province of Zamboanga Sibugay from the Province of Zamboanga del Sur and defining its government structure, powers, functions, and other related provisions.

The municipalities of Buug, Diplahan, Malangas, Imelda, Alicia, Mabuhay, Olutanga, Talusan, Payao, Siay, Kabasalan, Naga, Ipil, Titay, R.T. Lim, and Tungawan comprise the Province of Zamboanga Sibugay.

The capital town and seat of government of the Province of Zamboanga Sibugay is the Municipality of Ipil.

The Province has the power to have a continuous succession in its name, to sue and be sued, use a corporate seal, acquire, hold and convey property, enter into contracts, and exercise other powers subject to law.

The Sangguniang Panlalawigan is composed of the provincial vice governor as presiding officer, regular sangguniang panlalawigan members, presidents of the Liga ng mga Barangay, Panlalawigang Pederasyon ng mga Sangguniang Kabataan, provincial federation of sanggunian members of component cities and municipalities, and three sectoral representatives.

The governor may veto ordinances on the ground that it is prejudicial to public welfare and must state reasons in writing. The Sanggunian can override the veto by a two-thirds vote to make the ordinance effective.

The Provincial Legal Officer must be a citizen of the Philippines, resident of the province, of good moral character, a member of the Philippine Bar, and must have practiced law for at least five years.

Permanent vacancies are filled by appointment by the President through the executive secretary, appointing the nominee of the political party of the vacating member, for the unexpired term. If the member was independent, the governor may appoint upon recommendation of the Sangguniang Panlalawigan.

Mandatory offices and officials include the provincial governor, vice governor, sangguniang panlalawigan members, secretary to the sangguniang panlalawigan, provincial treasurer, assessor, accountant, budget officer, planning and development coordinator, legal officer, administrator, health officer, civil registrar, social welfare and development officer, general services officer, agriculturist, veterinarian, environment and natural resources officer, and cooperatives officer.

Successors serve only the unexpired terms of their predecessors.
