The barangays Pulot Center, Pulot Shore (Pulot I), Pulot Interior (Pulot II), Iraray, Punang, Labog, Panitian, Isumbo, and Abo-Abo were separated from the Municipality of Brooke's Point.

The seat of government of the Municipality of Sofronio Española is in Barangay Pulot Center.

The boundaries are defined by specific latitude and longitude points on the slopes of Mantalingahan Range, Mount Corumi, Pulot Range, Malanut Range, the southern side of Caramay Bay, and the mouth of Abo-Abo River, including nearby islands.

The islands of Bintaugan, Inamukan, Arrecife, Bessie, Gardiner, and Tagalinog are included in the municipality.

It acquires corporate existence upon the ratification by a majority of votes cast in a plebiscite conducted within ninety (90) days after the approval of the Act.

The Commission on Elections (COMELEC) conducts and supervises the plebiscite.

Expenses for the plebiscite are paid out of the appropriations for the Commission on Elections under the current General Appropriations Act.

The mayor, vice-mayor, and members of the Sangguniang Bayan are appointed by the President of the Philippines after the plebiscite.

They hold office until their successors have been elected and qualified.

It took effect upon its approval and lapsed into law on February 24, 1994, without the President's signature, pursuant to Section 27(1), Article VI of the Constitution.
