The title of the Act is the "Charter of the City of Kabankalan."

The City of Kabankalan is situated in the Province of Negros Occidental, Island of Negros, bounded on the northwest by the Municipality of Ilog, on the north by Panay Gulf, on the northeast by the Municipality of Himamaylan, on the southeast by the Province of Negros Oriental, and on the south by the Municipality of Ilog, comprising an area of approximately 697.35 square kilometers.

The City has continuous succession in its corporate name; can sue and be sued; use a corporate seal; acquire and convey real or personal property; enter into contracts; and exercise other corporate powers subject to legal limitations.

The City's police jurisdiction is coextensive with its territorial jurisdiction and extends over all territory within the drainage area of the city's water supply or within 100 meters of any reservoir, conduit, canal, aqueduct, or pumping station used for city water services.

A candidate must be at least 21 years old, an actual resident of the City for at least one year prior to the election, and a qualified voter in the City.

The City Mayor shall hold office for three years and receive a minimum monthly compensation corresponding to Salary Grade Thirty (30) as prescribed under Republic Act No. 6758.

The City Mayor shall: 1) Determine city policy guidelines; 2) Direct the formulation and implementation of the city development plan; 3) Present government programs and propose policies to the sangguniang panlungsod; 4) Appoint city officials and employees subject to the Sanggunian's concurrence; 5) Represent the City in business transactions and sign contracts.

The Sangguniang Panlungsod is composed of the City Vice-Mayor as presiding officer, regular sanggunian members, the president of the Liga ng mga Barangay City Chapter, the president of the Panlungsod na Pederasyon ng mga Sangguniang Kabataan, and three sectoral representatives from women, agricultural or industrial workers, and other sectors including the urban poor or disabled persons.

A majority of all elected and qualified members of the sangguniang panlungsod constitutes a quorum to transact official business.

The City Mayor must communicate the veto within ten days stating reasons. The ordinance returns to the Sangguniang Panlungsod, which may reconsider it. The Veto can be overridden by a two-thirds vote of all sangguniang members, making the ordinance effective despite the veto.
