RA 11206 is titled the “Secondary School Career Guidance and Counseling Act.” It establishes a career guidance and counseling program for all secondary schools and provides for related funding.
The State recognizes the role of the youth in nation building and ensures their total development through relevant education that generates human resources responsive to the needs of government, industry, and the economy.
(a) Institutionalize career guidance and counseling in all public and private secondary schools to help students pursue proper tertiary education; (b) equip students to make informed career decisions and expose them to relevant labor markets; and (c) ensure tertiary graduates meet the requirements of government, industry, and the economy.
The Department of Education (DepEd) administers the CGCP.
It commences at Grade 7 level and is a prerequisite to senior high school graduation.
The CGCIM is the basic instructional material for secondary students to pursue meaningful and rewarding tertiary education. DepEd, in coordination with PRC, accredited guidance counseling organizations, CHED, TESDA, DOLE, DTI, NEDA, and PTAs, formulates, develops, and reviews it.
Examples include: Professional Regulation Commission (PRC), CHED, TESDA, DOLE, DTI, NEDA, and Parent-Teacher Associations (PTAs), plus accredited professional organizations on guidance counseling.
A CGCP Center must be established in all secondary schools, headed by the school administrator and assisted by a trained career and employment guidance counselor.
Career and employment guidance counselors not registered with the PRO may conduct career advocacy activities to secondary students in the school where they are employed, provided they undergo a training program developed and accredited by DepEd.
It primarily provides guidance and counseling based on the CGCIM, and also functions as a resource center for implementing the CGCP.
The NCAE is an annual examination conducted by DepEd through the National Education Testing and Research Center among students in the appropriate grade level in all public and private secondary schools nationwide.
It assesses and evaluates the student’s aptitude, skill, or inclination in a particular occupational field and serves as a guide for choosing respective courses or career options.
The DepEd Secretary determines these matters and issues the necessary guidelines for effective implementation.
The DepEd Secretary must review the content from time to time and revise it as may be necessary to maintain relevance, validity, and integrity of the examination.
DepEd must immediately include the Act in its program, and funding must be included in the annual General Appropriations Act.
Within ninety (90) days from approval, DepEd must promulgate the IRR in consultation with PRC, CHED, TESDA, DOLE, DTI, and NEDA.
If any provision is held invalid or unconstitutional, the other provisions not so declared remain in force and effect.
All laws, decrees, executive orders, rules, and regulations contrary to or inconsistent with RA 11206 are repealed, modified, or amended accordingly.
It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
