The CCEZ is declared a tourist destination, and its development is prioritized by the DOT considering its physical/natural characteristics and surrounding communities and barangays, subject to rules for tourist destinations.
Ecotourism is sustainable tourism in natural and/or cultural heritage areas that fosters community participation, protection/management of natural resources, culture and indigenous knowledge practices, environmental education and ethics, and economic benefits for both host communities and visitors.
It refers to an area allowing visitors to experience sustainable tourism within a natural/cultural area, with community participation, conservation and biodiversity management, respect for culture and indigenous knowledge, environmental education and ethics, and economic benefits for host communities and satisfaction of visitors.
Contiguous or adjacent areas having similar flora and fauna are deemed included only for purposes of conservation and protection.
If due to changing ecological situation, new scientific or archaeological findings, or discovery of traditional boundaries not previously taken into account; modifications must be made through an Act of Congress after consultation with concerned government agencies.

To build and maintain the roads and bridges that provide accessibility to the ecotourism sites.
To assist DENR and DOT, along with other concerned agencies, in terms of visitor management (including carrying capacity, site development plan, zoning plan, etc.).
Under Section 11, Candon City may seek assistance and forge partnerships with other LGUs within the CCEZ, other government agencies, NGOs, and the private sector to ensure implementation.
