The official title of Republic Act No. 9434 is the 'Charter of the City of Cabadbaran.'
The Act converts the Municipality of Cabadbaran into a component city of the Province of Agusan del Norte, to be known as the City of Cabadbaran.
The City has the power of continuous succession, to sue and be sued, to use a corporate seal, to acquire and convey property, to enter into contracts, and to exercise powers granted by law or this Act.

Ordinances are enacted by the Sanggunian and presented to the City Mayor. The Mayor may approve by signing or veto the ordinance stating objections. The Sanggunian can override the veto by two-thirds vote.
