The main policy objective is to support small and medium-sized entrepreneurial activities specifically in the poultry and hog raising industries.

The National Grains Authority (NGA) and/or Food Terminal Inc., in consultation with the Department of Agriculture (DA).

To sell these inputs at preferential prices to small and medium-sized poultry and hog raisers and to small and medium-sized feedmills, preferably through cooperatives or associations.

It empowers the PCA, in consultation with the DA, to increase the volume of copra meal allocated for animal feeds and to include small and medium-sized feedmills and legitimate individual poultry and hog raisers as beneficiaries.

The PSC is directed to review the ceiling prices of copra meal, molasses, and pollard from time to time in consultation with the Department of Agriculture to stabilize prices.

The NGA shall make available corn at predetermined fixed prices for specific time periods to be purchased by poultry and livestock raisers and feedmills under specific purchase contracts to stabilize corn prices for feed purposes.

The Bureau of Animal Industry (BAI) is directed to impose rigid quality standards for feeds and accelerate upgrading its laboratories, testing facilities, and personnel to properly monitor commercial feed production.

The Department of Trade is instructed to supervise and ensure that feedmillers do not discriminate against small and medium-sized poultry and hog raisers, especially independent producers, in terms of sales, pricing, and credit policies.

To study any monopoly practices by feedmillers and help ensure fair competition and pricing in the feed supply industry.

The BOI is instructed to review jointly with the DA its policies on integrated operations versus small and medium-sized operations in order to provide incentives to small and medium producers.
