The short title of Republic Act No. 11980 is the "Revised Bulacan State University Charter."
The Bulacan State University shall primarily provide advanced education, higher technological, and professional courses and training programs in various fields such as engineering and technology, arts and sciences, education, agriculture, accountancy, business administration, medicine, allied health courses, and others to support the socioeconomic development of the Province of Bulacan and Central Luzon Region.
The governing board, called the Board of Regents, is chaired and co-chaired by the Chairperson of the CHED and the President of BulSU respectively, and includes members such as the Chairpersons of relevant Senate and House committees, Regional Directors of NEDA, Department of Agriculture, DOST, presidents of the federations of faculty, student councils, alumni, nonteaching personnel, and two prominent citizens from the private sector appointed by the Board.
The Board has the general powers of a corporation including promulgating policies, approving curricula, appointing officials, fixing salaries and tuition fees, establishing scholarships, managing funds, setting admission policies, awarding honorary degrees, establishing research centers, entering into joint ventures, receiving donations, among others necessary to fulfill the university's mission.
The President is appointed by the Board of Regents upon the recommendation of a constituted search committee. The President serves a four-year term and may be reappointed for another term.
The Academic Council formulates academic policies, reviews and recommends curricular offerings and rules on student discipline, fixes admission and graduation requirements, and exercises disciplinary power over students, subject to approval by the Board.
BulSU enjoys academic freedom and institutional autonomy as provided under paragraph 2, Section 5 of Article XIV of the 1987 Philippine Constitution.
