Republic Act No. 11619 separates the Basiawan National High School - Malagsom Extension in Barangay Buhangin, Municipality of Malita, Province of Davao Occidental from the Basiawan National High School, converting it into an independent national high school known as Buhangin National High School, and appropriates funds for its operation.
DepEd is responsible for issuing rules and regulations to implement RA 11619, including administration, organization, and operation of Buhangin National High School, consistent with existing laws such as RA 9155 and RA 10533.
All personnel, assets, liabilities, and records of the Basiawan National High School - Malagsom Extension are transferred to and absorbed by the newly created Buhangin National High School.
The school head is appointed and compensated in accordance with RA 9155, Civil Service laws, and other applicable laws. The school head serves as both instructional leader and administrative manager, overseeing curriculum implementation, personnel management, school programs, community relations, and resources management.
'Learning Facilitator' refers to the key learning support person responsible for supervising and facilitating the learning process and activities of the learner, as defined under Section 3(i) of RA 9155.
School-Based Management (SBM) is the decentralization of decision-making authority from central, regional, and division levels to individual schools to improve learning outcomes through the active participation of school heads, teachers, students, parents, local government units, and the community.
DepEd shall provide adequate instructional rooms, ancillary facilities like multi-purpose rooms, library, clinic, as well as instructional materials, equipment, furniture, water and sanitation facilities essential for the delivery of public secondary education services.
The Secretary of Education shall include the operationalization of Buhangin National High School in the Department’s program and allocate initial funding from the current year’s appropriation of Basiawan National High School - Malagsom Extension. Subsequent funding will be part of the annual General Appropriations Act.
Recruitment and deployment of personnel shall be consistent with DepEd's existing guidelines and standards on authorized manpower, staffing complements for public schools, and relevant issuances by the Department of Budget and Management, Civil Service Commission, and other government agencies.
The DepEd Division Office of Davao Occidental will closely monitor and report the school's performance, particularly its learning outcomes, in accordance with the principles of School-Based Management and other operational systems for public basic education schools.
