Question & AnswerQ&A (LTO MEMORANDUM CIRCULAR NO. BGC-MC-00325)
Section 9 requires any person who manufactures engine, chassis, and body to number every engine, chassis, and body in a convenient and conspicuous part, as directed by the Land Transportation Office (LTO), to ensure uniformity and identification of the factory. They must also submit a monthly report of manufactured engines, chassis, and bodies.
Assemblers and importers of motor vehicles, when the chassis and/or bodies they import are without serial numbers, as well as local manufacturers of vehicle bodies and chassis, have the authority to assign and stamp numbers on such chassis and bodies.
The prefix must indicate the initials of the firm's trade name, which must be duly registered with the Bureau of Domestic Trade and the Securities and Exchange Commission, and also registered with the Land Transportation Office to avoid duplication of the prefix by two or more firms.
The format is: XXX-XX-0001, where XXX are the initials of the manufacturer or imported trade name, XX is the year of manufacture, and 0001 is the serial number.
They must file their accreditation at the Land Transportation Office.
They must be stamped or engraved with the same number as the chassis but with a 'B' affixed at the end of the number instead of a 'C'.
Sales invoices and certifications of sales of the motor vehicle body must be part of the required primary documents.
Registered motor vehicle owners are given up to December 31, 2001, to have their motor vehicle bodies numbered.
Body manufacturers must submit their stock and sales reports to the Registration Section, Operations Division - Sectoral Office and Operations Division - Regional Offices by January 1, 2001.
All orders or memoranda in conflict with this memorandum are deemed superseded.
