Q&A (PRC Resolution NO. 10, S. 1991)

Under P.D. 223, Section 5(c), the power of approval for the Board's issuance of certificates of recognition has been vested in the Professional Regulation Commission (the Commission).

The Resolution includes Quantity Surveying, Transport Engineering, and Irrigation Engineering as new branches for the issuance of certificates of recognition to qualified civil engineers.

The Philippine Institute of Civil Engineers, Inc. requested the inclusion of these new branches through Resolution No. 3, Series of 1991.

Before the inclusion of the new branches, certificates of recognition were issued in structural, highway, hydraulics, civil engineering construction, and civil engineering education branches.

Section 2(a) of Republic Act No. 544 provides that the practice of civil engineering embraces any other branches or work requiring civil engineering knowledge and application, even if not enumerated specifically.

The Continuing Professional Education Committee (CPEC) of the Philippine Institute of Civil Engineers, Inc. is responsible for recommending qualified and deserving civil engineers.

The issuance of certificates is subject to criteria to be set by the Board of Civil Engineering.

Sections 5(a) and 6(a) of P.D. 223 grant the Board and the Commission powers to enhance the civil engineering profession and maintain high professional, ethical, and technical standards.

The Resolution takes effect upon approval by the Commission and after fifteen (15) days following its publication in the Official Gazette or a newspaper of general circulation.
