For every month of sea service on license: 1.0 unit; any position lower than the license: 0.5 unit.

All STCW/Upgrading courses that are mandatory requirements and courses complying with IMO Regulations should be given credits.

They earn 1.0 unit per day with a maximum of 5.0 units per course.

The resolution indicates maximum 5.0 units for “Maritime Related Matters (Attendance/Participation)” (with separate daily/total limits shown for conventions/conference/seminars/lectures/workshops/symposia).

For articles in journals: 5.0 units (maximum). For authorship of dissertations, textbook, and other published or research materials: 10.0 units per paper, with 20.0 units (maximum).

Doctor of Philosophy or Science: 20.0 units; Master of Science or Arts: 15.0 units.

Marine Superintendents (Crewing/Technical), Crewing Managers, Port Captains, and Training Managers/Directors earn 1.0 unit per month.

Successful completion of a maritime correspondence/distance education course: maximum 10 units; in-house shipboard training program for promotion to licensed rank: maximum 10.0 units.

CPE units are credited only once every renewal of the PRC ID.

They state cumulative required totals: 3/0 = 30 units; 2/0 = 60 units; C/0 = 90 units; CAPT = 150 units.

At least 30% (Dec 1994), 60% (Dec 1995), and 100% (Dec 1996) of the required CPE units.

Those 60 years old or above (other than those continuing sea service); retirees from the Armed Forces of the Philippines (other than those continuing sea service); and past and incumbent Chairmen and members of the Board for Deck Officers (unless returning to sea service).

Non-renewal on expiry (or immediately thereafter) makes the officer liable for surcharge and possible administrative disciplinary action by the Board and/or criminal action if he practices the profession in spite of the invalidity of his license.

It takes effect after fifteen (15) days following completion of publication in full in the Official Gazette or in a newspaper of general circulation, after approval by the Commission.
