The main purpose is to provide guidelines on the implementation of the Biodiversity Monitoring System (BMS) in protected areas pursuant to Republic Act No. 7586 (NIPAS Act) and in line with the Philippine commitment to the Convention on Biological Diversity.
The BMS aims to provide simple, cost-effective, and standardized methods for monitoring biodiversity trends, systematically generate up-to-date information for protected area management, involve local communities and stakeholders, and strengthen the capabilities of protected area staff and others in data collection and analysis.
The BMS shall be implemented in all protected areas in the Philippines and will be part of the regular activities in protected area management.
Biodiversity is defined as the variety and variability among living organisms and ecological complexes in which they occur.
Participants include Protected Area Superintendent and staff, concerned CENRO and PENRO representatives, Regional Protected Area and Wildlife staff, PAMB representatives, and local community representatives.
The Protected Area Superintendent (PASu), through CENRO and PENRO when needed, shall submit BMS reports to the Regional Executive Director, who endorses them to the PAWB Director. The PAWB consolidates and submits an annual BMS report to the DENR Secretary. PASu also regularly reports to the PAMB to assist in management decisions.
PAWB conducts the Trainers Training Program, provides prescribed methods for BMS implementation, consolidates and submits annual reports, and undertakes annual monitoring and evaluation of the BMS.
An indicator or priority species is a parameter that provides information about or describes the state of biodiversity within a protected area.
The Regional Offices of the DENR shall allocate the necessary funding for the implementation of the BMS activities.
The order took effect immediately upon its adoption on February 9, 2000.
