The College shall provide scholarships and affirmative action programs for poor but deserving students. Those with nationally-funded scholarships must render return service as per laws or contracts. The importation of medical, scientific, and technical books, equipment, and instruments for educational purposes by the College is exempt from customs duties. Grants and donations for educational purposes are exempt from donor's tax and deductible for donor's taxable income under the National Internal Revenue Code.
Funds necessary to implement this Act are included in the annual General Appropriations Act.
Republic Act No. 8292, known as the Higher Education Modernization Act of 1997, shall form part of this Act.
