The PPA is responsible for the proper zoning, planning, development, and utilization of the Balbagon Port Zone consistent with regional industrial plans of the government.

All issuances, orders, rules, and regulations, or parts thereof that are inconsistent with Executive Order No. 94 are repealed, amended, or modified accordingly.

If any provision of the Executive Order is declared invalid or unconstitutional, the other provisions not affected shall remain valid and subsisting due to the separability clause.

Executive Order No. 94 took effect immediately upon its publication in a newspaper of general circulation.
