Ferdinand E. Marcos grants salary increases of 10-15% to national government employees to address economic challenges and align compensation with private industry standards, effective March 1, 1981.

Employees earning from the minimum salary up to P8,400 per annum shall receive an increase of three (3) salary steps in the National Salary Schedule, which is approximately 15%.

Employees with salaries exceeding P8,400 per annum are granted an increase of two (2) salary steps in the National Salary Schedule, approximately 10%.

Yes, members of the Armed Forces of the Philippines and the Integrated National Police, including positions not covered by the national pay plan, shall be given the same percentage salary increases.

Agencies that already granted salary adjustments in CY 1981 are deemed compliant. If the increase given was less than what an employee is entitled to under this Order, the employee shall receive the difference.

Funds shall be drawn from salary lapses, the Salary Adjustment Fund in the CY 1981 General Appropriations Act, and any remaining deficiency shall be covered by budgetary reserves.
