Title
Price Ceiling Adjustment on Rice Commodities
Law
Executive Order No. 81
Decision Date
Nov 20, 1954
Ramon Magsaysay, President of the Philippines, issues an executive order to amend price ceilings on various rice commodities, effective January 1, 1955, in response to supply shortages.

Questions (EXECUTIVE ORDER NO. 81)

Executive Order No. 81 further amends Executive Order No. 475 (dated October 5, 1951), as amended by Executive Order No. 51 (dated August 10, 1954). It amends Section 1 of EO No. 475 to reduce and set up new ceiling prices for listed rice commodities.

EO No. 81 is issued by virtue of powers under Section 4 of Republic Act No. 1168, an Act providing for the fixing under certain conditions of maximum selling prices of commodities in short supply, creating the Price Control Office, and for other purposes.

To further adjust (reduce and reset) the maximum selling or ceiling prices for rice commodities—both wholesale and retail—due to their status as foodstuffs in short supply.

The General Manager and the Board of Directors of the Price Stabilization Corporation recommended the adjustments.

It takes effect on January 1, 1955.

The maximum allowable selling prices (ceiling prices) for the listed commodities are lowered and replaced by the new wholesale and retail amounts stated in the order.

Wholesale per ganta: 0.80; Retail per ganta: 0.85.

Wholesale per ganta: 0.85; Retail per ganta: 0.90.

Wholesale per ganta: 0.95; Retail per ganta: 1.00.

Wholesale per ganta: 1.05; Retail per ganta: 1.10.

It separately fixes maximum prices at the wholesale and retail levels, meaning sellers must not exceed the corresponding ceiling price depending on whether the transaction is wholesale or retail.

EO No. 81 is a concrete implementation of RA No. 1168’s authority—specifically Section 4—allowing the President, under prescribed conditions, to fix maximum selling prices for commodities in short supply.

It indicates a direct modification of a prior executive order’s specific section, meaning the earlier price schedule is updated by substituting the new ceiling price figures listed in EO No. 81.

It establishes the formal validity of the executive issuance and proper authentication/signature by the President and the Executive Secretary, which are standard requisites for the effectivity and enforceability of executive orders.
