Q&A (EXECUTIVE ORDER NO. 216)

The DILG-PNP shall assume primary responsibility on matters affecting internal security, including the suppression of insurgency effective January 1, 1995.

The President, upon the recommendation of the National Peace and Order Council, may call upon the AFP to assume the primary role in addressing insurgency concerns in a particular area under certain circumstances.

Primary Role means providing the principal planning, direction, control, and resources for internal security operations, including the suppression of insurgency.

Support Role means assisting the lead agency with adequate personnel and material resources for internal security operations, including the suppression of insurgency.

The AFP shall undertake the primary role in all provinces in Mindanao; the island provinces of Basilan, Sulu, and Tawi-Tawi; all provinces in Panay; all provinces in Samar; all provinces in the Cordillera Administrative Region; Southern Quezon; and all provinces of the Bicol Region.

General law enforcement functions nationwide shall continue to be the primary concern of the DILG-PNP.

A Joint AFP-PNP Secretariat was established to monitor internal security operations, determine internal security conditions, prepare integrated plans, facilitate inter-agency coordination, and prepare reports to the President.

The system is to enhance internal security management by defining the strategic concept, determining levels of internal security conditions, appropriate government responses, and specifying responsibilities for primary and supporting roles of concerned agencies and forces.

It took effect immediately upon its promulgation on December 16, 1994.

The President of the Philippines has the final authority to approve the implementing guidelines prepared jointly by the DND and DILG.
