Q&A (EXECUTIVE ORDER NO. 811)

The purpose is to prescribe the first tranche of the modified salary schedule of civilian personnel and base pay schedule of military and uniformed personnel in the government, and to direct the review and modification of the position classification system.

All civilian personnel in the Executive, Legislative, and Judicial Branches, Constitutional Commissions, State Universities and Colleges (SUCs), Government-Owned or Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), and Local Government Units (LGUs), whether regular, casual, or contractual, appointive or elective, full-time or part-time, now existing or hereafter created.

Individuals or groups of personnel engaged through job orders, contracts of services, or similarly situated, and positions in government entities authorized by law that are implementing their own compensation and position classification systems.

Military personnel under the Department of National Defense (DND) and uniformed personnel under the Department of the Interior and Local Government (DILG), Philippine Coast Guard (PCG), and National Mapping and Resource Information Authority (NAMRIA).

Implementation shall be in four equal yearly tranches and in no case beyond four years.

Salary rates shall be determined by the sanggunian based on LGU income class and financial capability but shall not exceed prescribed percentages of the national government salary schedule and must comply with personal services cost limitations under RA No. 7160.

No, there shall be no diminution in the basic salaries of incumbent employees upon implementation.

Entry level positions such as Teacher I, Nurse I, Medical Officer I, Accountant I, and Attorney I have increased salary grades from grades 10, 14, 11, and 14, respectively, to higher salary grades (e.g., Teacher I from 10 to 11).

For NGAs, funds come from appropriations under the General Appropriations Act and department savings; for GOCCs and GFIs, from corporate funds in their approved budgets; and for LGUs, from their local government funds.

These salary adjustments take effect only after the expiration of the present incumbents’ respective terms.
