The Act appropriates funds for the bridge named after William Atkinson Jones, provided the City of Manila appropriates sufficient funds to complete the construction on its part.

Investigation, survey, and construction of irrigation systems are funded, but the use of water for private land is subject only to rules and regulations prescribed by the Irrigation Council, despite contrary provisions in earlier Acts.

The Director of Public Works has authority to declare first-class roads for maintenance and approve systems of maintenance, surveys, and improvements for roads, bridges, ports, and related infrastructure.
