To authorize the Secretary of Labor to promulgate and enforce rules, regulations, and orders establishing safety standards to protect workers from danger of injury or disease in mines, quarries, metallurgical operations, and other industrial enterprises.
The Secretary of Labor.
When, in the Secretary of Labor’s opinion, enforcement of a rule may prove detrimental to the normal operation of the covered enterprises; such exemptions may be revoked when conditions warrant.
Mines, quarries, metallurgical operations, and other industrial enterprises.
To promulgate and enforce rules, regulations, and orders establishing safety standards and promoting worker safety; and to appoint safety engineers to assist in enforcement.
One Senior Safety Engineer and one Junior Safety Engineer.
A duly licensed mining, mechanical, or naval engineer with not less than four years’ experience in actual practice in the Philippines.
A duly licensed mining or mechanical engineer with not less than two years’ experience.
They aid the Secretary of Labor in establishing safety standards and perform other duties the Secretary may prescribe.
They must give every facility to the safety engineers and other agents designated for inspection and facilitate performance of their duties.
To provide reasonable and approved safety devices, tools, and appliances for the protection of laborers and employees, in accordance with rules and orders issued pursuant to the Act.
An Advisory Safety Council, chaired by the Undersecretary of Labor or his duly authorized representative.
One mining engineer designated by mining operators; one representative of other industrial undertakings designated by industrial concerns; one representative of industrial accident insurance companies; one representative of the public; and the last two designated by the Secretary of Labor.
It serves for two years without compensation.
To advise the Secretary of Labor in formulating safety orders, rules and regulations, safety devices, and safety standards to safeguard workers’ health and lives.
The manager, superintendent, or other officer directly concerned.
A sum of eight thousand pesos is appropriated from funds in the Philippine Treasury not otherwise appropriated for salaries, wages, and other expenses necessary for enforcement.
Senior Safety Engineer: three thousand six hundred pesos per annum; Junior Safety Engineer: three thousand pesos per annum.
