PRESIDENTIAL DECREE NO. 84

: The main purpose is to authorize the Secretary of Agrarian Reforms to sign and issue Land Transfer Certificates on behalf of the President, to expedite the distribution of land under Presidential Decree No. 27.
: The Secretary of Agrarian Reforms is authorized to sign the Land Transfer Certificates in the name and on behalf of the President of the Philippines.
: The authority is based on the powers vested by the Constitution, as well as Proclamation No. 1081 and General Order No. 1.
: It took effect immediately upon its signing on December 22, 1972.
