General Order No. 23 authorizes the Chief of Staff, Armed Forces of the Philippines (AFP), to extend the curfew hours prescribed in General Order No. 4 for critical areas as determined by military necessity.

Violators can be detained up to twelve o'clock noon of the day following their apprehension unless there are valid and compelling reasons for continued detention.

The curfew applies throughout the entire Philippines, but extensions may be specified only for critical areas determined by the Chief of Staff, AFP.

The military commander-in-charge of an area can authorize in writing persons to move outside their residence during curfew hours.
