MEMORANDUM CIRCULAR NO. 38

: The purpose is to authorize heads of government agencies and government-owned or controlled corporations to allow their lawyers to attend and participate in the 14th National Convention of Lawyers of the Integrated Bar of the Philippines on official time without cost to the government except for payment of salaries.
: It was held from January 16-18, 2013, in Davao City.
: The theme is "IBP at 40: No Master But Law; No Guide But Conscience; No Aim But Justice."
: The IBP calls the National Convention of Lawyers every two (2) years.
: All heads of government agencies, departments, bureaus, offices, including government-owned and/or controlled corporations and their subsidiaries/units are required to authorize their lawyers to attend.
: Yes, attendance is authorized on official time.
: No, there are no costs except for the payment of the lawyers' salaries.
: Attendance is allowed provided it does not adversely affect the functions of their respective offices or the delivery of services to the public.
: It serves as a forum for members to meet and discuss subjects relevant to the legal profession and the nation as a whole, thus promoting professional development and legal knowledge.
