The main purpose is to authorize the Local Government Units (LGUs) of Metro Manila to regulate the installation and display of billboards and advertising signs within their respective jurisdictions and to strictly implement MMDA Regulation No. 04-004, Series of 2004 on major thoroughfares or national roads within Metro Manila.
Presidential Decree 1096, otherwise known as the National Building Code, provides these guidelines.
The Local Government Code of 1991 empowers LGUs to prescribe reasonable limits and regulate the putting up of signs and similar structures within their territorial jurisdiction.
It is a regulation adopted by the Metro Manila Council prescribing guidelines on the installation and display of billboards and advertising signs along major and secondary thoroughfares and other public areas within Metro Manila.
Because these displays are offensive to public morals and may pose danger to motorists as they could distract their attention while driving, violating Sections 7.3, 7.4, and 7.5 of MMDA Regulation No. 04-004.
They must obtain clearance from the MMDA and a Mayor's Permit from the concerned LGU before installation.
The resolution authorizes LGUs to regulate the installation and display of billboards and advertising signs in their respective territorial jurisdiction and to strictly implement the MMDA regulation on national roads.
The MMDA shall issue the clearance on the installation and display of billboards and advertising signs along major thoroughfares or national roads prior to the issuance of the Mayor’s Permit by LGUs.
