Executive Order No. 611 authorizes compensation adjustments for government personnel in the Philippines, including a 10% increase in basic monthly salaries, to address the long overdue salary increase and alleviate the impact of rising prices on their purchasing power.

EO No. 611 authorizes a ten percent (10%) increase over the basic monthly salaries of civilian government personnel as of June 30, 2007.

The salary increase covers civilian officials and employees of National Government Agencies (NGAs), State Universities and Colleges, Government Owned and/or Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), and Local Government Units (LGUs) covered by the Compensation and Position Classification System under R.A. No. 6758, as amended.

No, government agencies which are exempted by law from the coverage of R.A. No. 6758, as amended, shall not be entitled to the compensation adjustments provided in EO No. 611.

Military and uniformed personnel are granted a Thirty Pesos (P30) per day increase in their subsistence allowance and a One Hundred Twenty Pesos (P120) per month increase in their hazard pay effective July 1, 2007.

GOCCs, GFIs, and LGUs without adequate or sufficient funds shall partially implement the adjustments by applying a uniform percentage increase for all positions.
