A PTTFA is a written authority issued by the Chief of the PNP or a Regional Director entitling a licensed citizen or entity to transport a specified firearm and/or related items from a specific point of origin to a specific point of destination within the duration and purpose stated in the permit.

PTTFA is for transporting firearms between predetermined origin and destination, limited to specific routes and fixed dates. PTCFOR is for carrying a lawfully issued firearm outside one’s residence during the duration and purpose in that permit.

The Chief, Regional Civil Security Unit (Chief, RCSU) is responsible in the acceptance, evaluation, processing, and approval/disapproval of all PTTFA applications within the same Region.

The application is processed, endorsed by the RCSU, and approved/disapproved by the Regional Director (RD) through the PRO where the items originated; issuance is by the RD of the region of origin. The Deputy Regional Director for Operations of the PRO of origin must be subsequently notified by the concerned RCSU.

Applications in NCR are processed and endorsed by the Chief, Education and Enforcement Management Division (I&E/EEMD), and approved/disapproved by the Chief, FEO.

As a general rule, PTTFA is valid for a minimum of 72 hours (three calendar days) and a maximum of fifteen calendar days, subject to the MC’s provisions. The period is not subject to extension.

The applicant must disclose the places/route traversed and the estimated duration. No sudden changes of destination are allowed and no route diversion is allowed.

It is not valid if there are erasures/alterations, if it lacks the required dry seal and stamp of the issuing office/unit, or if it lacks the stamped date of validity.

No amendment/extension of validity is allowed; no recycling/re-use of Special Bank Receipt (SBR)/Proof of Payment is allowed; and if the PTTFA is already issued but not used during its validity period for whatever ground/reason, the applicant must apply for a new one.

Yes, it is non-transferrable, and it is valid for one-way-trip only.

Items must be properly wrapped and labeled with the name/address of the licensee; firearms and ammunition/related items must be secured in two separate cases/boxes and kept in two separate places (trunk and glove compartment); and if test firing is intended, the firearm should be unloaded.

If transporting ten or more small arms or at least one light weapon, it must be escorted by at least two security guards with a valid License to Exercise Security Profession (LESP), and they must be covered by a Special Duty Detail Order (SDDO) for the purpose.

Transport/movement of ammunition of calibers 5.56 and 7.62 for local shooting competition must be escorted by PNP personnel from the Inspection & Enforcement Section, Education and Enforcement Management Division (I&E Section, EEMD)/RCSU.

PTTFA is not valid for ammunition such as caliber 5.56 and 7.62 pursuant to the directive, except for acquisition and/or use of AFP, PNP, and other LEAs.

The RCSU is responsible for acceptance, evaluation, processing, and approval/disapproval within the region, and it endorses applications intended from one region to another to the proper approving authority.

Without prejudice to criminal action, violation may subject the applicant/authorized representative and/or the owner/proprietor/chairman/board president to administrative sanction and possible suspension/cancellation or revocation of the juridical entity’s license/accreditation, subject to due process requirements.

It takes effect after 15 days from filing a copy thereof at the UP Law Center, in consonance with Section 3, Chapter 2 Book VII of Executive Order No. 292 (Revised Administrative Code of 1987), as amended.
