RA 3469 declares it to be the government’s policy to alleviate substandard living conditions of the masses by providing tenement buildings for the poor and homeless at nominal rental rates, consistent with avoiding concentration of population in densely inhabited areas.
It includes any family head whose gross income together with that of the spouse does not exceed ₱1,800 annually. It also includes those whose gross annual income exceeds ₱1,800, provided the excess does not exceed (number of immediate dependents × ₱120).
The Department of Public Works and Communications (DPWC).
At least seventy-five percent (75%) of the construction materials used in the multi-storey buildings must be of Philippine origin or locally produced/manufactured materials, as far as practicable.
Each apartment must contain complete separate sanitary facilities, be designed and constructed to provide privacy and security to the family, and provide adequate playground space for children as appropriate for the number of tenants.
The ground floor must be built to be rented as stores to citizens of the Philippines.
DPWC must turn over the tenement buildings to the People’s Homesite and Housing Corporation for maintenance, repair, improvement, expansion, and administration.
The People’s Homesite and Housing Corporation must allocate the rooms by lottery.
It is composed of the Auditor General (chairman), the Secretary of Public Works and Communications, the Chairman of the People’s Homesite and Housing Corporation, the Director of the National Planning Commission, and the Social Welfare Administrator (members). Its function is to determine proper sites and the most equitable and minimum rental for prospective lessees.
The special committee may promulgate guiding principles/rules and regulations subject to approval of the President.
The elimination of slums from cities and towns, with priority given to slum dwellers whenever this would facilitate the elimination of said slums.
Accruals from rentals (consistent with Section 4) constitute a revolving fund used exclusively for maintenance, repair, improvement, expansion, and administration incident to billing and collection, janitorial, security, and similar operating expenditures after completion.
₱15,000,000, sourced from the General Funds in the National Treasury not otherwise appropriated, and from the proceeds of reparations from Japan.
Priority for cash reparations for war veterans, widows, and orphans must be respected, and not more than five percent (5%) of the total reparations can be used for this purpose.
Section 7 provides that RA 3469 shall prevail over any Act or provisions inconsistent with it.
It takes effect upon its approval.
